Reaching a diverse public isn’t a goal. It’s a LEGAL OBLIGATION.

Under Section 203 of the Voting Rights Act, hundreds of jurisdictions and three full states must provide election information in languages other than English. California is covered statewide, every one of its 58 counties, and the state layers its own requirements on top of the federal floor.

Most agencies treat language access as a translation line-item bolted onto a campaign built for the majority. We start from the opposite end: who has to be reached, in what language, through which trusted messenger, and design the campaign outward from there. Compliance is the floor. Actually moving people is the job.

The Secretary of State’s office chose The Sax Agency as prime agency of record, not a subcontractor, but the lead accountable for the whole of it. We managed a $16M integrated campaign that reached all 58 California counties and delivered voter education in 10+ languages.

We led a coalition of five subcontracting agencies, focused where turnout gaps are widest: Black, Latino, and Asian voters, veterans, and formerly incarcerated citizens. A statewide behavior-change campaign on an election timeline measured in weeks, not months.
